Phil Murphy likes to use sports metaphors when describing how he approaches governing. On considering the proposed North Bergen Liberty Generating Project, he says he is committed to “call balls and strikes”. But in this case, it’s more like he is kicking the ball of climate change back into his own goal, instead of pushing forward to score a climate victory.
